Dubya's "Pozen Plan"

Notice that Bush's idea of equitable means "cutting almost everyone's benefits severely." Also notice that Bush defined "people who are better off" as everyone making over $20,000/year. I suppose they are technically, "better off" than someone living in a refrigerator box, eating cat food.
